The Prenatal-to-3 Policy Impact Center is an independent, nonpartisan research group at Vanderbilt University’s Peabody College of Education and Human Development founded by Dr. Cynthia Osborne. The mission of the Center is to build on the science of the developing child and use evidence to identify which state policies and strategies create the conditions all infants and toddlers need to thrive.
