The following resources provide information on programs, policies, and services provided by Texas state agencies to support fathers; grants and resources provided by the Department of Family and Protective Services’ (DFPS) Prevention and Early Intervention Division (PEI) to help organizations support fathers; and an introduction to the Texas Fatherhood Interagency Workgroup member organizations.
Supporting Fathers in Texas
Texas serves fathers in numerous ways. This one pager provides an overview of father supports in Texas, including information on programs, policies, and services from Texas agencies with a focus on supports for future, expectant, and new parents; supporting parents throughout the child’s life; and resources on child support and custody.
DFPS’ Prevention and Early Intervention Division (PEI)
PEI is the DFPS program that focuses on stopping bad outcomes before they happen. PEI helps families and communities prevent:
- Child abuse and neglect
- Juvenile delinquency
- Runaway youth
- Truancy
PEI contracts with community-based programs and agencies to provide a variety of services that help prevent abuse, neglect, delinquency, and truancy of Texas children.

- Fatherhood EFFECT programs provide parent education and resources to fathers. Beginning in FY20, Fatherhood EFFECT’s scope expanded to include community coalition and community level change efforts along with local organization improvements, increasing quality direct services targeted specifically at fathers and explicit inclusion and support of fathers across multiple programs.
- Healthy Outcomes through Prevention and Early Support (HOPES) is a community-based program started in FY14 providing child abuse and neglect prevention services that target families with children between zero to five years of age.
- Helping through Intervention and Prevention (HIP) is a free, voluntary program that provides targeted families with an extensive family assessment, home visitation that includes parent education, and basic needs support.
- Military Families and Veterans Pilot Prevention (MFVPP) Program provides parenting, education, counseling, and support services to:
- Prevent child abuse and neglect in military communities;
- Help military and veteran parents have more positive parental involvement in their children’s lives;
- Improve the ability of these parents to give their children emotional, physical, and financial support; and
- Build community coalitions focused on preventing child abuse and neglect.
- Texas Home Visiting (THV) is a free, voluntary program through which early childhood and health professionals regularly visit the homes of at-risk pregnant women or families with children under age six.
- Texas Nurse-Family Partnership (NFP) is a free, voluntary program through which nurses regularly visit the homes of at-risk pregnant women or families with children under age two. Families start services with TNFP by their 28th week of pregnancy and can receive services until the child reaches two years of age.

Grants.gov
Grants.gov provides a common website for federal agencies to post discretionary funding opportunities and for grantees to find and apply to them. The website helps the grant community research and find federal grant opportunities, learn more about available opportunities, interact with the federal government, and apply for grants electronically and securely.
Texas Fatherhood Interagency Workgroup
The Texas Fatherhood Interagency Workgroup is a coalition of high-level fatherhood stakeholders across multiple Texas state agencies and The University of Texas at Austin. Workgroup member organizations are dedicated to raising awareness of fathers’ roles and impacts on family wellbeing, identifying ways to better support fathers, and building connections and capacity for cross-agency collaboration.
